Swearing In of Newly Elected Board Members
Acting Chair John Larkin administered the Oath of Office to newly-elected Board members Hala Asamarai, Molly Lewis and Laura Palmer.
Organization of the School Board
Election of Chair
Lorien Mueller nominated John Larkin. Hala Asamarai nominated Naty Severson. The School Board voted John Larkin as Chair.
Election of Vice Chair
Molly Lewis nominated Naty Severson. The School Board voted Naty Severson as Vice Chair.
Election of Clerk
Molly Lewis nominated Laura Palmer. The School Board voted Laura Palmer as Clerk.
Election of Treasurer
John Larkin nominated Lorien Mueller. The School Board voted Lorien Mueller as Treasurer.
Appointment of Parliamentarian/Adoption of Robert's Rules of Order
The School Board approved "Robert’s Rules of Order, Newly Revised" as the rules of order for the for the School Board of Columbia Heights Public Schools ISD 13, except where modified by Board policy. Chair Larkin appointed Laura Palmer as Parliamentarian for 2019.
Meeting Dates and Times
The School Board approved the following: Regular Meetings will be held 7 p.m. the second and fourth Tuesdays of the month, with the exception of March in which no meeting would be scheduled during spring break and December in which the meeting will be held Dec. 17, 2019. There will be no meetings in July. There will be the option of adding a work session the third Tuesday of the month at 5:30 p.m. and that no new business shall be taken up by the School Board after 10:45 p.m. except by unanimous consent of the Board members; Board meetings will be held in the District Center Community Room.

The School Board voted and approved the appointment, effective immediately, of the following members to the applicable standing committees:

The School Board approved the appointment of the following members as liaisons for school assignments for the period July 1, 2019 through June 30, 2020:

North Park Elementary: Naty Severson
Valley View Elementary: Laura Palmer
Columbia Academy: Lorien Mueller

Salaries and Per Diem for Board Members and Board Officers
The School Board voted to leave the salaries as they are: $500 per month and board chair $100 per month; per diem $50 up to 4 hours $100 per day for excess of four hours
Designation of Depositories
The School Board approved, through resolution, the following institutions as depositories for Columbia Heights Public Schools:
Bank of America
Minnesota School District Liquid Asset Fund Plus (MSDLAF+)
The School Board also voted that investment brokers Morgan Stanley and PMA Financial Network are authorized and directed to honor orders, when signed by the Treasurer and the Clerk, for the withdrawal or transfer of funds on deposit as instructed.
Designation of Electronic Transfer Designees
The School Board appointed Director of Finance & Operations Bernice Humnick and Deputy Director of Finance Denise Sundstrom to manage electronic transfers.
Designation of Legal Counsel and Contacts
The School Board appointed the following individuals as legal counsels for Columbia Heights Public Schools:
Laura Tubbs Booth of Booth & Lavorato LLC
Joseph Langel and others of Ratwik, Roszak, and Moloney, P.A.

Designation of Election Clerk
The School Board approved the reappointment of Dawn Hoium as the School District's Election Clerk.
Designation of Official Newspaper
Three newspapers were invited to submit bids of which one was received. The bid was reviewed to determine if it met the requirements of Minnesota Statute 331A.04, circulation, distribution and pricing per column inch. The School Board approved the Sun Focus as the official newspaper for the School District.

Chair John Larkin attended the School Board Chair meeting and the School Board Organizational meeting.
Vice Chair Naty Severson attended the AMSD meeting, attended the CA Geography Bee, the JV Boys Basketball game and a swim meet.
Treasurer Lorien Mueller attended the Policy Subcommittee meeting and the School Board Organizational meeting.
Clerk Laura Palmer had no report.
Director Hala Asamarai attended the Policy Subcommittee meeting and the School Board Organizational meeting.
Director Molly Lewis attended the boys basketball game, the School Board Organizational meeting and had conversations with community members.

School Board Subcommittee on Policy Chair Naty Severson did a first-reading of the following School Board Policies: 104 - School District Mission Statement; 532 - Use of Peace Officers and Crisis Teams to Remove Students with IEP's from School Grounds; 602 - Organization of School Calendar and School Day; 604 - Instruction Curriculum; 611 - Home Schooling; 613 - Graduation Requirement; 615 - Basic Standards Testing, Accommodations, Modifications and Exemptions for IEP, Section 504 Accommodation and LEP Students; 618 - Assessment of Student Achievement; 619 - Staff Development for Standards; 707 - Transportation of Public School Students; 709 - Student Transportation Safety Policy; 722 - Public Data Request. These policies will appear on a future agenda for approval.
