Acknowledgement of Contributions
Chair John Larkin announced, and the School Board approved, a resolution for accepting current contributions in the amount of $960. The total fiscal year monetary contributions to date is $6,316.54.
Reports from Members of the Board
Chair Larkin participated in the Nov. 21 Work Session and the Nov. 28 Board Chair Meeting. He also attended the Taste of the Columbia Heights, the high school band and choir concert and the Tenured Teacher reception.
Vice Chair Laura Palmer participated in the Nov. 21 Work Session and the Nov. 28 Board Chair Meeting. She also attended the high school band and choir concert and the Tenured Teacher reception.
Clerk Naty Severson participated in the Nov. 21 Work Session and attended the high school football banquet and the Tenured Teacher reception.
Treasurer Hala Asamarai participated in the Nov. 21 Work Session, the TIES annual meeting with Superintendent Kathy Kelly, Director of Technology and Security Services Bryan Hennekens and Director of Finance and Operations Kristine Carr. Ms. Asamarai also attended the Tenured Teacher reception.
Director Molly Lewis participated in the Nov. 21 Work Session and Listening Session and attended the high school football banquet, an adaptive soccer game and the Tenured Teacher reception..
Director Lorien Mueller participated in the Nov. 21 Work Session and Listening Session. She also attended the Taste of the Heights, the high school band and choir concert, the high school play and the Tenured Teacher reception.
Superintendent Kathy Kelly participated in the Nov. 21 Work Session, the Nov. 28 Board Chair Meeting, a NE Metro Intermediate District 916 Superintendent's Advisory Meeting and the TIES Annual Meeting. She, School Board Chair Larkin and Director Carr, met with a representative from Wells Fargo regarding the OPEB Trust. The Superintendent and Director Carr also visited Valley View Elementary School. The Superintendent attended the high school fall play "Sense and Sensibility" (photo of student actors) and the band and choir concerts. Superintendent Kelly also congratulated Director of Teaching and Learning Zena Stenvik for successfully defending her oral presentation for her superintendency license. The Superintendent shared the District has created a GiveMN page to help offset debt associated with families unable to pay for their National School Lunch Program accounts. She asked the greater community to consider donating at https://givemn.org/organization/colheights. The Superintendent also had individual conversations with School Board members.

Tenured Teacher Recognition
Director of Human Resources Lindsey Bennett, Director of Teaching and Learning Zena Stenvik, Director of Community Education Kristen Stuenkel, Highland Elementary School Principal Michele DeWitt, North Park Elementary School Principal Jeff Cacek, Valley View Elementary School Principal Ed Fellows, Columbia Academy Principal Duane Berkas and Columbia Heights High School Assistant Principal John Kulick introduced 22 educators who received tenure status of July 1, 2017. Fourteen of the educators attended a reception prior to the School Board meeting. The School Board honored each teacher, present and absent, and thanked them for their service to all students in Columbia Heights Public Schools.

Director of Finance and Operations Kristine Carr shared as background that on Oct. 15, 2009 the then School Board established an irrevocable Other Postemployment (OPEB) Trust to be administered by Wells Fargo Bank, National Association. The OPEB Trust is used to pay post-employment benefits to certain eligible employees of the district. Merle Waters of Wells Fargo Private Bank provided an update on the performance of the CHPS OPEB Trust. View the OPEB Trust Investment Review document.

Alignment of Required District Plans
Director Stenvik provided an informational overview on how the District departments and schools are working to streamline and align multiple required compliance plans with district goals. View the PowerPoint presentation.
Resolution to Combine Precincts for Special Election
Election Clerk Dawn Hoium reported to the School Board a change in Minnesota law that impacts the combined polling places of all school districts. In summary, the Statute says when no other election is being held in a school district, the School Board may designate combined polling places at which voters in those precincts may vote in the School District election. Based on the specific changes in the law, Ms. Hoium recommended to the School Board to combine the current 13 polling places to two (Highland Elementary School and Valley View Elementary School) to save costs to the District and taxpayers. For a full legal explanation, read Minnesota Statute 205A.11, subdivision 2. This agenda item will be brought forward for action at the Dec. 12 Business Meeting.

Building CapacityApproved as presented at the Nov. 21 Work Session. The School Board voted to close Columbia Academy to non-resident open enrollment applications until further notice. Superintendent Kelly noted in recommending the decision to the School Board that Columbia Academy's enrollment exceeds the building's capacity.
