    June 13, 2017 Business Meeting

    Reports from Members of the Board

    2017 Graduation with School Board Chair John Larkin participated in the May 23 Business Meeting, the June 13 Board Chair Meeting, the 2017 Columbia Heights High School (CHHS) Commencement Ceremony and the welcome reception for incoming Valley View Elementary School Principal Edward Fellows.

    Vice Chair Laura Palmer participated in the May 23 Business Meeting, the June 13 Board Chair Meeting, the 2017 CHHS Commencement Ceremony and the welcome reception for the incoming Valley View principal. She also participated in a NE Metro Intermediate District 916 Board meeting.

    Clerk Naty Severson participated in the May 23 Business Meeting, the 2017 CHHS Commencement Ceremony and the welcome reception for the incoming Valley View principal.

    Graduation Treasurer Hala Asamarai was not in attendance.

    Director Molly Lewis participated in the May 23 Business Meeting, the 2017 CHHS Commencement Ceremony and the welcome reception for the incoming Valley View principal.

    Director Lorien Mueller participated in the May 23 Business Meeting, the 2017 CHHS Commencement Ceremony and the welcome reception for the incoming Valley View principal. She also attended an information session on current enrollment at the high school.

    Superintendent's Report 

    Superintendent Kathy Kelly deferred her report, but thanked the School Board for its leadership in governance and for supporting every learner in Columbia Heights Public Schools.

    Reports and Information Items

    Edward Fellows with family Introduction of Incoming Valley View Elementary School Principal

    Director of Human Resources Lindsey Bennett introduced Edward Fellows who begins his new responsibilities as the Principal of Valley View Elementary School July 1. Mr. Fellows comes to Columbia Heights Public Schools from Keller Independent School District (Texas); he has also served in Bryan and Temple Independent School Districts, both in Texas. He replaces Principal Willie Fort who is retiring.

    Laura McCluen & Willie Fort Willie Fort and John Larkin Strategic Direction C: Know and Honor Who We Are To Build Strong Relationships

    Interim Director of Student Services Laura McLuen and Valley View Elementary School Principal Willie Fort provided the annual Strategic Direction C update to the Strategic Roadmap. Their presentation includes a review of the previous year and future goals. View the PowerPoint presentation. After the presentation, the School Board recognized Mr. Fort for his seven years of service to Columbia Heights Public Schools. Chair Larkin presented Mr. Fort with a certificate.

    Zena Stenvik & Michele DeWitt LEAP Pilot

    Director of Teaching and Learning Zena Stenvik and Highland Elementary School Principal Michele DeWitt presented the School Board with information on the LEAP pilot program for gifted and talented students in grades 3-5 at Highland Elementary School. They shared academic and survey data for LEAP and reported that at the June 27 Regular Business Meeting an Action Item will be presented to request approval to end the two-year pilot phase and to establish LEAP as a program and secondly to approve a study replication of the program for the 2018-2019 school year.     Marcia Walker Anchor Therapeutic School Program

    Interim Director McLuen and Education Support Coordinator Marcia Walker provided the School Board with an update of the Anchor program with the completion of its first semester of implementation. View the PowerPoint presentation.

    Every Student Success Act (ESSA) Grants

    Director Stenvik shared that all school districts receiving Every Student Succeeds Act (ESSA) Title I, II and III funding are required to submit an annual application for these funds.  Director Stenvik provided projected allocations for 2018 fiscal year, anticipated carry-over from 2017 and anticipated use of these funds.     LEA Authorization

    Director Stenvik told the School Board it must authorize personnel to act as the Local Education Agency (LEA) representative, who ensures the District maintains compliance with appropriate federal statues, regulations and procedures and acts as the responsible authority in all matters relating to the review and administration of the Title I, II, III plans. Director Stenvik said that at the next Regular Business Meeting an Action Item will be presenting requesting she be approved for this responsibility for the next school year.

    Bryan Hennekens TIES Membership

    Director of Technology and Security Services Bryan Hennekens provided information about what TIES is as an organization and how this District has engaged with TIES over the years as one of 48 school district owner members.  He provided information on products and services this District currently uses with TIES, changes within that organization and upcoming changes in membership for the 2017-2018 school year. 

    Troy Sagdahlen K-12 Activities Update

    Interim Director of K-12 Activities and Athletics Troy Sagdahlen provided the update to the School Board. Included in the presentation were activities and athletic highlights, as well as awards and recognitions, from throughout the past session. View the PowerPoint presentation.

    Kristen Stuenkel Summer Camps

    Director of Community Education Kristen Stuenkel and Interim Director of Activities and Athletics Sagdahlen presented information regarding collaborative programming between their two departments for District students at the secondary level.  The directors shared some of the activities provided, including strength training, football camp, tennis camp volleyball and basketball.     Casey Mahon Communications Plan Annual Update

    Director of Communications Casey Mahon provided an informational overview Year 3 of the District's four-year Comprehensive Communications Plan. Mahon reported out on the status of the nine action items, 35 strategies and 141 tactics. View the PowerPoint presentation and the 2014-2018 Comprehensive Communications Plan.

    2017-2018 Budget

    Bill Holmgren Director of Finance and Budget Bill Holmgren discussed the original FY 2018 Budget, which will be presented to the School Board as an action item at the June 27 Regular Business Meeting. View the PowerPoint presentation.

    Building Bond Referendum

    Directors Holmgren and Hennekens presented the School Board with information about possible a possible bond referendum for North Park Elementary School, the high school Performing Arts Center and related renovations and cost estimates. View the PowerPoint presentation.

    External User Access Recertification System Official With Authority

    Director Holmgren reported the Minnesota Department of Education uses an "External User Access Recertification System" and that part of the requirements is that MDE must have a written authorization from a superintendent providing authority to identified employees to have access to MDE systems. Director Holmgren shared he will bring forth an Action Item for the June 27 Regular Business Meeting to authorize Superintendent Kelly to oversee this District's system. 

    Action Items

    Minnesota State High School League Membership

    The School Board approved the annual membership, which is necessary for the School District to participate in approved interschool activities sponsored by the MSHSL and its various subdivisions.

    Type III Transportation Contract

    The School Board approved a two-year Type III transportation contract to United Transportation Services, Inc., Safe Tree Transportation, Inc. and R&D Transportation Services.

    Board Topics

    Director Mueller shared there will be an outdoor concert by Silver Lake Symphonic Winds, Wednesday, June 14, at Silverwood Park.
