      Communication to the Board


    • The School Board discussed amending the approved agenda to allow a community speaker outside of the "Community Forum" comment period. The School Board voted and the majority elected not to amend the agenda.

    • Community Forum (NOTE: By procedure, the School Board listens to remarks, asks clarifying questions and, if desired, requests that administration follow up. The School Board does not take action on requests during the meeting).  Representative Carolyn Laine, Ms. Rebecca Dickson and Ms. Marsha Stroik addressed the School Board on the issue of the Castle Heights' playground.

    Graduation School Board
    • Chair John Larkin attended the June 4, 2015 Graduation Ceremony, participated in a School Board Development Session and attended the Columbia Academy honors breakfast.
    • Vice-Chair Ted Landwehr attended the June 4, 2015 Graduation Ceremony,
      participated in a School Board Development Session, attended a Chamber of Commerce meeting, met with Superintendent Kathy Kelly and had discussions with Board Directors on West Metro Education Program issues.

    • Clerk Lori Meyer attended the June 4, 2015 Graduation Ceremony, participated in a School Board Development Session and met with constituents and Superintendent Kelly.
    • Treasurer Molly Lewis attended the June 4, 2015 Graduation Ceremony, the Columbia Academy honors breakfast, the Highland Elementary School kindergarten graduation and participated in a School Board Development Session.

    • Director Laura Palmer attended the June 4, 2015 Graduation Ceremony, a NE Metro Intermediate District 916 Board Meeting, attended two Area Learning Center graduation ceremonies and participated in a School Board Development Session.

    • Director Grant Nichols attended the June 4, 2015 Graduation Ceremony, a City of Columbia Heights City Council meeting and participated in a School Board Development Session..
      Superintendent Kathy Kelly's Report


    • Congratulated all graduates of the Class of 2015 at the June 4, 2015 Graduation Ceremony.  Superintendent Kelly also thanked everyone who was involved in making the ceremony a memorable occasion for each graduate.
    • Shared 150 CHPS secondary level students, staff and she attended a question and answer session with internationally known singers Nico and Vinz (second photo) in the CHHS Performing Arts Center.  The two, known for an American Top 40 number one song and a YouTube video that has more than 60 million views to date, are visiting only four schools nationwide to discuss the importance of music education with students.  Their visit to CHPS was sponsored by the VH1 Save the Music Foundation.
    • Attended an Association of Metropolitan School Districts Board meeting focusing on current legislative issues.

    • Met with NE Metro Intermediate District 916 Superintendent Connie Hayes on construction issues for that District.

    • Reported an organizational meeting with Local 710 will be rescheduled.

    • Shared that Administrators, School Board Chair Larkin and she met with City of Columbia Heights officials to discuss and tour the Castle Heights' playground.

    • Had discussions with Representative Laine and others about the Castle Heights' playground.

    • Attended a Columbia Heights City Council meeting with Columbia Heights High School Principal Dan Wrobleski and Class of 2015 Alumni Luis Carchi for the purpose of formally thanking the city for its support of the high school study seminar trip (picture at bottom right of group with City of Columbia Heights' shirts near 911 museum).
    Castle Heights: Director of Finance and Operations Bill Holmgren, Highland Elementary School Principal Michele DeWitt, Director of Community Education Kristen Stuenkel and Director of Student Services Nicole Halabi gave an update on the Castle Heights playground. Director Holmgren noted that District Administration is following School Board Policy 807 and MN Statutes 123B.02 and 123B.25, all of which address a School District's legal responsibility for safety.  Director Holmgren discussed liability issues on various safety issues (see pictures below), maintenance and cost history, safety audits and inspections, securing the existing site, budget and current plans for a replacement multi-age playground. Director Halabi discussed safety issues directly related to Castle Heights. From this discussion, the School Board agreed for the Administration to construct a protective fence as soon as possible (erected June 10), continue moving forward so new Highland multi-age playgrounds are completed before school starts and to research a facilitator on next steps.     Student Handbook: Principal DeWitt and Columbia Heights High School Assistant Principal Jon Moberg briefed the School Board on the 2015-2016 school student handbooks and high school planner. The main changes for elementary schools are:
    • Attendance policy updates
    • Remove zero tolerance from all discipline categories
    • Update Excel to include a pilot program at Highland Elementary School
    • Update Media Release language
    • Add SchoolView language
    • Update Title I language
    There are no changes for Columbia Academy. The changes for the high school are described in the PowerPoint presentation (click here)

    K-12 Activities Council update:  K-12 Activities and Athletics Director Matt Mill
    er provided the annual update on the purpose of the Activities Council. He also discussed current and future planned projects, including a new football stadium scoreboard, signage and banners in the high school gym, using Blackboard for enhanced communications, the revamped Activities and Athletics website and department goals for 2015-2016 goals.  Click here for the PowerPoint presentation

    Elementary College and Career-Ready Guide: Director of Teaching and Learning Duane Berkas and Director of Communications Casey Mahon discussed the newest college and career-ready guide.  This document, developed as an informational and practical guide for elementary parents and children, follows the previously published middle and high school College and Career.  Click on the graphic to the right to view the publication.

    Elementary and Secondary Education Act grants: Director Berkas reported all school districts, including Columbia Heights Public Schools, receiving Elementary and Secondary Education Act (ESEA) Title I, II and III funding, are required to submit an annual application for these funds with a budget and narrative that describes how the applicable district plans to use this money. He discussed the purposes of Title I, Title II and Title III, key activities and funding. Click here for his PowerPoint presentation.

    Northeast Metro 916 Health and Safety Levy: Director of Finance and Operations Bill Holmgren provided the Health and Safety Budget for the 2015-2016 school year.  He added the figures will be included in the District's Pay 2016 Levy in December 2015.


    Academic Return on Investment
    : Director of Technology and Security Bryan Hennekens reported that f
    or the past year a team of key district leaders has worked with NE Metro District 916, 10 other district personnel and the District Management Council in the Academic Return on Investment (A-ROI) process. He provided the purpose of the A-ROI, the results and the recommendations. Click here for his PowerPoint presentation.

    Comprehensive Communications Plan: Director Mahon reported on the 2014-2018 Comprehensive Communications Plan, which was enacted July 1, 2014.  With the first anniversary approaching, Director Mahon provided an informational overview of Year One (2014-2015) of the plan.  Click here for his PowerPoint presentation.  Click on the graphic to view the 2014-2018 Comprehensive Communications Plan Progress Charting publication.

    School Board Additional Meeting: Superintendent Kelly shared with the School Board the adding of a Regular Meeting for July 21, 2015.  Note: The School Board normally does not meet in July.

    2015-2016 Budget: The School Board approved the 2015-2016 General Fund budget in the amount of $44,056.316.  The total of all funds is $51,499,034.  Click here for the PowerPoint.

    Food Service Management:
    The School Board approved a food service management contract to Sodexo. 

    Overnight and Out-of-State Field Trips:
    The School Board approved the requested trips as presented at the May 26, 2015 Business Meeting (click here)

    National School Board Membership:
    The School Board approved continued membership in the National School Board Association.

    Chamber of Commerce Membership: The School Board approved continued membership with the Twin Cities North Chamber of Commerce.
